Andrew has worked in the trenchless water and wastewater industry since 2006. His experience includes positions in the contracting, manufacturing and distribution sectors. His expertise in the water/wastewater markets includes cementitious and polymer manhole rehabilitation, specialty coatings, cured-in-place pipe (CIPP) rehabilitation, carbon fiber remediation and concrete corrosion. He is currently the East Area Manager of Business Development for Insituform Technologies.

Brian Goad, PE, has 15+ years in water, wastewater, and trenchless construction. Chris brings over five years of experience in the water and wastewater industry, driving growth across the Northeast. Sarah joined Insituform in 2005 and has worked in multiple roles within the sales organization. She holds a bachelor’s degree in accounting from Saint Louis University and a master’s degree in marketing from the University of Kansas. She has a strong understanding of the water and wastewater rehabilitation markets, enjoys strategic planning and growth initiatives, and has a proven track record of helping the business broaden customer engagement. In addition to her work with Insituform, Sarah is the co-founder of a non-profit organization serving children with developmental delays.

Scott is a North Carolina native and Professional Engineer with 27 years of experience. A 1994 graduate of UNC Charlotte with a Bachelor of Science in Civil Engineering, he brings deep expertise in stormwater, water, and sewer systems, as well as fiber-reinforced concrete. Outside of work, he’s an avid hunter.

Joe Lane is Vice President of Sales for the Western Region. Prior to this role, his positions included General Manager of Insituform’s Asia and Pacific CIPP operations and President of HEBNA Corp., an international energy services pipeline rehabilitation company. Joe began his career in the trenchless pipeline industry with Insituform in 1991 holding positions in operations, training, business development, sales management, and as General Manager of business units in the central and western U.S.

Joe holds a bachelor’s degree in Biology from the University of Northern Colorado and is a graduate of the University of Michigan School of Business Management and the Leadership Program of the Rockies. He is active in several water and energy pipeline focused organizations, is an Executive Board Member for the North American Society for Trenchless Technology (NASTT) and is Past President of the Rocky Mountain Chapter of NASTT.

Brad Conder has nearly 25 years of combined experience in both the water and wastewater industry and in geotechnical services.  Brad is a licensed Professional Engineer in the State of Utah and worked as a consulting engineer and city engineer prior to joining Insituform. He graduated with a B.S. in Civil Engineering and a M.S. in Geotechnical Engineering, both from Utah State University.  Brad is active in many professional and industry organizations.

Jay Ferguson is responsible for account management and development for the Indiana, southern Michigan and NW Ohio markets. Jay has worked in the water and wastewater industry for over 20 years in a variety of different roles that position him well to advise customers on infrastructure solutions. In his current role with Insituform, Jay provides infrastructure system evaluation services to utilities in need of rehabilitating existing pipelines. Jay works with both utility personnel and consulting engineers to identify the best solution for the problem at hand.

Ryan Miller, P.E., is a seasoned project manager and engineer with nearly twenty years of experience in the private engineering consulting field. His areas of expertise include environmental, civil, stormwater and permitting. He has designed and managed numerous projects for the railroads, petroleum marketers, utilities, municipalities, and various other private and industrial clients. A licensed professional engineer in North Carolina, Tennessee and Florida, Ryan has a BS in Biological Engineering with a soil and water concentration from North Carolina State University. He is a member or former member of the GPNC, NCCBI, NSPE, NCPE, TNPE, TNCC and NAJCC.

Tony Ostgulen was most recently employed by the Target Corp Distribution Center in Fridley, MN, were he was an Operations Manager for the Engineering and Facilities Team. Prior to that he spent 12 years in the US Navy, the last six of which were spent as a Supply Officer on Fast Attack Submarines. Tony is a graduate of the United States Naval Academy and loves outdoor activities, including hiking, hunting, and fishing with his wife and two children.

Neal Shearer has worked for Insituform in Business Development for 26 years on industrial, commercial, DoD and municipal projects. John Storm oversees commercial strategy, contract administration, and financial performance on Caltrans infrastructure projects. He brings extensive experience supporting trenchless rehabilitation work on complex, high-value transportation assets, with a strong focus on compliance with Caltrans specifications, cost control, risk management, and change management.

In his role, John works closely with project management, estimating, and field teams to ensure projects are delivered efficiently, contractually sound, and in alignment with public agency requirements. His expertise includes managing progress payments, negotiating change orders, supporting claims resolution, and maintaining adherence to state and federal contracting standards.

John is known for his detail-oriented approach and collaborative style, helping bridge technical execution with commercial and contractual accountability on critical California transportation projects.
